振興券的發行並不是直接發放現金給民眾，比較像是花1000元去買一個由政府發行的票券，其實際價值卻有3000元的概念，因此才會稱為"三倍券"-Triple stimulus voucher。 總共有2類方式可以領取，一種是最傳統普遍的紙本券(hard copy vouchers)；另一種則是數位貨幣(digital vouchers)的形式，包含信用卡支付(credit card payments)、電子票卷(electronic tickets)或行動支付(mobile payments)。

這段期間大家勒緊褲帶足不出戶，就算出了們也戴著口罩、保持社交距離，導致許多商家和行業受到極大的衝擊。政府發放振興券的目的就是為了拋磚引玉，希望大家可以藉由這3000元的誘因，開始回復以往的消費頻率和習慣，刺激經濟的復甦：

振興券項政策最重點希望幫助的就是疫情期間受衝擊的實體商家，因此振興券的使用是有些限制的喔！主要是針對旅遊住宿、餐廳等吃喝玩樂得實體店家消費為主，不能用來網購或是繳稅等無法直接刺激消費行為的項目。

為了節省民眾排隊領券的時間，政府開放了許多預訂領取的方式：

The stimulus vouchers can be pre-ordered at convenient stores and post offices from July 1st, or transferred into the mobile wallets.
7/1起，振興券可以在超商和郵局預購，或是轉入電子錢包中。

雖然振興券還沒有開跑，但許多旅遊飯店業者已經摩拳擦掌要搶攻這一波灘頭，順勢推出了許多搭配振興券使用的加碼優惠和早鳥優惠了！
